Pengaruh Kompetensi dan Budaya Kerja terhadap Efektivitas Kerja Pegawai melalui Motivasi Kerja di Dinas Pekerjaan Umum dan Penataan Ruang Kota Cilegon

Efektivitas kerja pegawai merupakan faktor penting dalam mendukung pencapaian tujuan organisasi publik, termasuk di Dinas PUPR Kota Cilegon. Namun, data capaian kinerja dan indeks reformasi birokrasi menunjukkan hasil yang belum optimal karena target belum tercapai. Rendahnya disiplin serta motivasi kerja menjadi tantangan yang mempengaruhi efektivitas organisasi secara keseluruhan. Penelitian ini bertujuan mengkaji pengaruh kompetensi dan budaya kerja terhadap efektivitas kerja pegawai dengan memperhatikan motivasi kerja sebagai variabel mediasi. Metode penelitian menggunakan pendekatan kuantitatif dengan survei pada seluruh populasi pegawai, yaitu 73 orang. Data dikumpulkan melalui kuesioner skala Likert dan dianalisis menggunakan teknik Structural Equation Modeling (SEM) berbasis SmartPLS 4.0. Hasil penelitian menunjukkan kompetensi (0,404) dan budaya kerja (0,570) berpengaruh signifikan terhadap efektivitas kerja. Budaya kerja juga berpengaruh signifikan terhadap motivasi kerja (0,835). Namun, motivasi kerja tidak berpengaruh signifikan terhadap efektivitas kerja serta tidak memediasi pengaruh kompetensi maupun budaya kerja terhadap efektivitas kerja pegawai. Dengan demikian, efektivitas kerja pegawai di Dinas PUPR Kota Cilegon lebih dipengaruhi penguatan kompetensi dan budaya kerja daripada peningkatan motivasi semata. Implikasi penelitian ini menekankan pentingnya pengembangan kapasitas pegawai serta budaya organisasi untuk meningkatkan efektivitas dan keberlanjutan kerja.
